Electronic court systems can supply the “wire” element, but a wire alone is not fraud.
Under 18 U.S.C. § 1343, prosecutors generally must prove a scheme to defraud, intent, and use of an interstate wire in furtherance of that scheme. Shawn teaches families to separate those elements instead of treating every electronic filing as a crime.

"I needed a divorce or a custody order, but it cost way more than it should have, took longer than it should have, and oh, by the way, you destroyed our family."
That pattern didn't appear in a vacuum. It rose in direct conjunction with virtual courts, Zoom hearings sold as cheaper because you don't have to drive to the courthouse.

Video court removed the witnesses.
Sitting in the back row waiting for your name was painful. So people settled. Everybody in the room was watching, litigants, lawyers, the judge. If someone pulled nonsense, the room turned and looked.
You can file complete nonsense online. False information spreads substantially faster than anyone can rebut it. Families get pitted against each other instead of moving on, and that's why Shawn reads it as fraud worth documenting federally.
